Genesis<\/h2>\n

In the mid-70s, Canada\u2019s First Nations clearly demonstrated their commitment to full educational autonomy when the First Nations Education Chiefs released the policy paper: Indian Control of Indian Education. Issued in 1972, this document was recognized by the Government of Canada in 1973. Nearly 50 years later, First Nations continue to aspire to exercise this full autonomy.<\/p>\n

Creation of the FNEC<\/h2>\n

In 1982, First Nations educators from Quebec came together to consult and exchange ideas on their practices and the challenges they faced individually. In 1983, recognizing the urgent need to address issues related to education and realizing that they were experiencing similar situations, the Indian Education Task Force submitted a report recommending, among other things, that First Nations govern their own education systems. Following this, educators expressed a shared goal of advancing First Nations education in Quebec. To achieve this, they needed to come together and unite their efforts by establishing a permanent organization dedicated to a collective mission: gaining full control over their education systems. This initiative ultimately led to the creation of the First Nations Education Council (FNEC) in April 1985.<\/p>\n

Identifying the Needs<\/h2>\n

Based on the core principles of the policy paper “Indian Control of Indian Education<\/em>,” the First Nations Education Council (FNEC) was given its first mandate to identify the needs of its member communities and to advocate for their interests in education. The FNEC is one of the first First Nations organizations in Quebec that was established by and for the communities.<\/p>\n
