A new milestone reached for FNEC member First Nations educational infrastructures! 

On April 10, the FNEC officially obtained a mandate to launch the study of new governance and funding mechanisms in view of the construction and renovation of schools, including accommodation for teachers. This process also includes the opening of exploratory discussions with ISC to consider an expanded role – indeed taking control – of the governance and management of educational infrastructures and their funding mechanisms. 

This mandate is an integral part of our common strategic objective: that each First Nation have educational infrastructures aligned with the funding generated by the Regional Education Agreement in terms of education, which has seen an increase in professional resources in all member communities. To do this, and to build on previous gains, the minister must allocate financial resources to make up the shortfall in educational infrastructures. 

Finally, the FNEC Secretariat is mandated to report on advances and obtain the agreement of members before taking the next formal steps.  

Third meeting of the FNEC Regional Education Agreement Executive Committee  

The third meeting of the FNEC Regional Education Agreement (REA) Executive Committee was held at the offices of Indigenous Services Canada (ISC) in Quebec City on April 24, 2025. The FNEC informed ISC of its mandate to work on renewing the Agreement. The FNEC shared its summary observations to the effect that all performance indicators concerning the implementation of the Agreement were positive. Also, to inform the ISC representatives of the
main areas of focus for 2025-2026.  
House of Knowledge
 
The House of Knowledge has finished its needs study. This exercise has resulted in a wider and more precise range of proposals that the project team is putting forward to draft the final version of the business plan. As announced, eight pairs of wireless headphones were drawn at random among the participants. The FNEC wishes to thank all students, cegeps, universities and communities that contributed to this extensive consultation!

The Partners Circle provides a space for First Peoples to give their input on the design for the House of Knowledge. The FNEC aims to make it the gathering place for participants from all First Nations communities in Quebec. In this spirit, the project team is committed to maintaining a balance between the communities within the Partners Circle to ensure to reflect the colour of each one. 
 
When these lines were written, we were still welcoming members for all First Nations communities in Quebec! Come share your opinion on the House of Knowledge, the university by and for the First Peoples!

FNEC’s 40th anniversary gala

On April 10, the FNEC's 40th anniversary gala was held
at the Plaza Hotel in Quebec City.
 
Nearly 250 colleagues, friends, partners, chefs,
school principals, and politicians celebrated the FNEC's rich heritage during
a memorable, touching, and unifying evening.
 
The celebration of our communities was in full swing: a menu with Indigenous touches, traditional dance and song performances, speeches by important and historic figures from the FNEC—it was all there.
 
We would like to thank the gala organizing committee, the artists who performed, and all the participants of this magnificent evening!

NEWS FROM EDUCATIONAL SERVICES
Combining our strengths to provide better support for students: correction collective in French and mathematics 

Each year, as part of the Table régionale de développement atikamekw, primary school teachers get together for a unique event: the correction collective of standardized assessments in French and mathematics. This activity brings together grade 3 to grade 6 teachers from the Manawan, Obedjiwan and Wemotaci communities. 
 
By working together, the participants standardize their correction criteria, validate their understanding of expectations and, above all, take the time to analyze students’ strengths and challenges.
 
The data gathered during this important exercise will be used to improve assessments, guide educational interventions and support teachers’ professional development. This is a good opportunity to reinforce the sense of personal effectiveness and highlight the expertise of everyone dedicated
to student success! 

DES NOUVELLES DES SERVICES DE GOUVERNANCES DES DONNÉES

REA RENEWAL

We have just begun the fourth year of the Regional Education Agreement (REA). During the REA transition and implementation period, FNEC member communities rapidly took the necessary steps to improve education services, thereby getting closer to the vision of the ideal school BY and FOR First Nations. REA funding has enabled member communities to expand language and cultural activities, hire new resources based on students’ needs and review salary scales.


 
Next fall, the FNEC will begin the negotiation phase with the federal government in view of the renewal and improvement of the REA
which will take effect on April 1, 2027. The FNEC is already working with its member communities to identify the improvements to make to the new version of the REA.
 
Representatives from the FNEC member communities may be called upon in the next few months to participate in the discussions on the REA renewal. Your collaboration is important to us because it enables us to represent communities’ real education funding needs with the government authorities.

NOMINATIVE ROLL TRAINING SESSIONS

For a third consecutive year, four days of training will be offered in fall 2025 to those responsible for the nominal roll to facilitate production of the report on the 2025-2026 nominal roll.
 
Francophone participants:

September 23 at the Manoir Saint-Sauveur
October 2, at the DoubleTree Hotel, in Quebec City

Anglophone participants:
September 24 at the Manoir Saint-Sauveur
October 3, at the DoubleTree Hotel, in Quebec City

The invitations will be sent in the summer.


NEWS FROM KIUNA

48 students receive academic merit awards for the winter semester at Kiuna!

On April 7, the Kiuna community came together for the end-of-term colloquium, where students showcased their projects with creativity and dedication. In the evening, the merit awards ceremony highlighted their achievements across various fields of study. Director Prudence Hannis presented most of the awards in a festive and heartfelt atmosphere. It was a truly memorable evening!

INTER-SCHOOL GAMES 2025

Nearly 1,300 participants and 36 delegations from 25 communities across Quebec and Labrador competed passionately at Laval University's PEPS to crown the biggest edition of the games to date!
